At the time of completion, Blair Avenue was the largest Head Start building location in Cincinnati. At 45,000 square feet, the project consisted of five phases of construction completed while portions of the building were occupied. Phased work was funded by different methods including compliance with City of Cincinnati CDBG funding and set-aside MBE guidelines. Complex building code compliance issues were resolved, including a successful I-2 zoning variance appeal. All of the building systems were replaced and upgraded, including the kitchen, first aid room, accessible toilet rooms, and the heating and air conditioning system.
